Identification, Labeling and Records

1. Scope

Establishes the identifier scheme, labeling practice and record set that make an installed network operable and maintainable.

2. Normative requirements

2.1 Every cable, fiber, splice closure, cabinet, panel, port and pathway shall carry a unique identifier from a documented project scheme.
2.2 Labels shall be machine-printed, durable for the environment, and applied at both cable ends and every appearance; hand-written labels are non-compliant except as temporary site marks.
2.3 The record set shall include: route maps with GPS or grid references; splice matrices per closure; port assignment tables; test results per FOI-S-002; and an exceptions register of approved deviations.
2.4 Records shall be delivered in open, machine-readable formats alongside any proprietary files.
2.5 No change to the plant is complete until its records are updated; work orders shall include a documentation closure step.

3. Acceptance criteria

Documentation is accepted when a reviewer can trace any subscriber or service to its ports, splices and route using the delivered records alone.
