1. Scope
Requirements governing emergency response to cable damage and the conversion of temporary repairs into permanent plant.
2. Normative requirements
2.1 Restoration priority follows the service classification register; safety making-safe actions precede optical work.
2.2 Fault localization shall use OTDR from at least one end (both where accessible), with distances corrected for cable overlength before excavation.
2.3 Temporary restoration may use mechanical splices or pre-terminated emergency cable; every temporary element shall be tagged, recorded, and scheduled for permanent replacement within 30 days unless the operator approves otherwise in writing.
2.4 Permanent repair shall use fusion splicing per FOI-S-004, with new closure or verified re-seal, and repair splices recorded in the splice matrix.
2.5 Post-repair verification: Tier 1 at service wavelengths and an OTDR comparison against the baseline trace; the new trace becomes the updated baseline.
2.6 A restoration report (cause, location, elements installed, test evidence, records updated) shall be issued within 5 working days.
3. Acceptance criteria
A restoration is closed when service metrics meet pre-fault records, documentation is updated, and any temporary elements have a scheduled permanent-repair order.
